  • Copies of the Financial Assurance Mechanisms and Bond and Trust Agreement under the AOC were provided to the U.S. EPA Project Manager on September 11, 2014, with originals being mailed to appropriate U.S. EPA offices.

The purpose of the meeting was to provide an overview of the project and allow residents to visit one-on-one with many of the project team to discuss more specific, individual issues.   • As part of a 363 sale under Chapter 11 of the United States bankruptcy code, a new company (General Motors Company) was formed by selling a substantial portion of General Motors Corporation assets to the General Motors Company, including the Bedford Facility, which continues to operate. A majority of off-Site properties owned by General Motors Corporation prior to restructuring were not transferred and are owned by the former General Motors Corporation, now called Motors Liquidation Company (MLC). Work on those properties is being managed by MLC.

  • Temporary sediment basins west of Bailey Scales Road were completed during October 2006 in the East Plant Area.

  • North Lawrence Water Authority shut off water on two separate occasions (June 8 and 21, 2006) as a precaution so that creek cleaning activities could be completed in the vicinity of the waterline south of Broomsage Road. GM supplied bottled water to the affected residents during the subsequent boil water advisories.
  • Excavation activities were conducted as part of the Western Tributary Interim Measure Work Plan.

May 2006

  • Excavation continued downstream. Excavation near Broomsage Road resulted in the closure of the road for a few days in order to complete the soil removal and restore the wingwall. The road re-opened on May 25, 2006.
  • North Lawrence Water Authority shut off water on two separate occasions (May 3 and 30, 2006) so that creek cleaning activities could be completed in the vicinity of the waterline south of Broomsage Road. Subsequent to each waterline shut-off, North Lawrence Water Authority issued boil water advisories.
  • Excavation around the gas line on the one of the floodplain properties was completed and capped.
  • Construction of the East Plant Area Vault was completed and placement of the >50 ppm PCB material from East Plant Area began.

April 2006

  • The filling of Grading Area 2 in the East Plant Area with <50 mg/kg PCB soil material from the creek Removal Action was completed on March 1, 2006. Placement of material in Grading Area 3 began on March 1, 2006. During March 2006, 1,247 tons and 31,042 tons of <50 mg/kg PCB soil material were transported to the Plant property and placed into Grading Areas 2 and 3, respectively.

  • A conference call was held on January 10, 2006 with the U.S. EPA and the Indiana Department of Environmental Management (IDEM), to discuss items related to the Removal Action and the design and construction of the East Plant Interim Measure (IM).
  • On January 25, 2006, an end of the year meeting was held in Bedford with the U.S. EPA and IDEM. The purpose of the meeting was to summarize activities that occurred in 2005 and to outline proposed schedule of activities for 2006.
  • The December 2005 Monthly Progress Report was submitted to the U.S. EPA on January 13, 2006.
  • During January 2006, approximately 29,330 tons of soil was placed into Grading Area 2 from the creek removal action.
  • Installation of the clay layer in the East Plant Area landfill vault continued through January 2006.
  • Work on Diversion Channel No. 2 continued in January 2006.

December 2005

  • A conference call was held on December 13, 2005 with the U.S. EPA and the Indiana Department of Environmental Management (IDEM), to discuss items related to the Removal Action and the design and construction of the East Plant Interim Measure (IM).
  • The November 2005 Monthly Progress Report was submitted to the U.S. EPA on December 14, 2005.
  • During December 2005, approximately 23,280 tons of soil was placed into Grading Area 2 from the creek removal action.
  • Installation the underdrain as part of the East Plant Area landfill vault, including gravel, pipe, and geotextile placement, was completed in December 2005.
  • Work on Diversion Channel No. 2 continued in December 2005.
  • During December 2005, work continued along the stream channel of Parcels 20, 21, 28, 30, and 36 to remove impacted soil and sediment from the creek channel and floodplain.

November 2005

  • Conference calls were held on November 15 and 29, 2005 with the U.S. EPA and the Indiana Department of Environmental Management (IDEM), to discuss items related to the Removal Action and the design and construction of the East Plant Interim Measure (IM).
  • A meeting with U.S. Fish and Wildlife Service (USFWS), Indiana Department of Natural Resources (IDNR), IDEM, and U.S. EPA was held on-Site on November 21, 2005 to discuss restoration and to conduct a site walk.
  • The October 2005 Monthly Progress Report was submitted to the U.S. EPA on November 14, 2005.
  • During November 2005, approximately 35,381 tons of soil was placed into Grading Area 2 from the creek removal action.
  • Excavation of Diversion Channel No. 2 continued in November 2005.
  • Staging Area G construction continued in November 2005.
  • Tree consolidation, chipping and mulching continued in November 2005.
  • Newly backfilled areas were hydroseeded and additional erosion control measures were installed on Parcels 12, 13, and 15 during November 2005.
  • Construction of an on-Site haul road from Peerless Road to the Parcel 39 borrow area began during November 2005.
  • Sewer repairs on Parcels 8, 10, 11, and 12 were completed in November 2005. The disturbed areas were restored.
  • Road repair work continued.
  • During November 2005, work continued along the stream channel of Parcels 20, 21, 28, 30, and 36 to remove impacted soil and sediment from the creek channel and floodplain.

October 2005

  • GM and its contractors (ENTACT and SES) met with the U.S. EPA on-Site on October 5, 2005.
  • Conference calls were held on October 11, 25 and 31, 2005 with the U.S. EPA, ATSDR, IDEM, and ISDH to discuss Removal Action progress, and the design and construction of the East Plant Interim Measure (IM).
  • A meeting with the U.S. EPA and IDEM was held in Chicago to discuss the East Plant Area IM on October 18, 2005.
  • A Meeting with owners of properties on and adjacent to the creek was held on October 5, 2005. A public open-house was hosted at the GM Powertrain Facility October 6, 2005. These meetings outlined the components of the Removal Action and the East Plant Area Interim Measure and presented an opportunity for the community to ask questions and provide comments. Tours of the Removal Action areas were also given. Presentation materials from these meetings have been posted.
  • The September 2005 Monthly Progress Report was submitted to the U.S. EPA on October 14, 2005.
  • During October 2005, approximately 17,204 tons of < 50 mg/kg PCB soil material from the creek Removal Action had been placed into Grading Area 2.
  • The temporary Diversion Channel 2 bypass around Staging Area F was completed on October 29, 2005.
  • Staging Area G construction continued in October 2005.
  • During October 2005, work continued along the stream channel of Parcels 20, 21, 28, 30, and 36 to remove impacted soil and sediment from the creek channel and floodplain.

September 2005

  • Conference calls were held on September 13 (including an East Plant Area Site Walk) and 27, 2005 with the U.S. EPA, ATSDR, IDEM, and ISDH, to discuss project progress and items related to the design and construction of the East Plant Interim Measure (IM).
  • The August 2005 Monthly Progress Report was submitted to the U.S. EPA on September 14, 2005.
  • During September 2005, approximately 20,371 tons of soil had been placed into Grading Area 2.
  • As part of the RCRA Facility Investigation Work Plan Addendum No. 10, 3 locations were drilled and samples collected. Results from the sampling event are pending.
  • Landfill Vault excavation was completed in the East Plant Area.
  • As part of the RCRA Facility Investigation Work Plan Addendum No. 11, one injection well and one monitoring well have been installed, for the proposed dye trace investigation. The installations of the last 3 monitoring wells are ongoing.
  • The last of the bedrock corings, in the East Plant Area interior, were completed in early September as part of the RFI Work Plan: Addendum No. 9.
  • Observations on the ongoing Dye Tracing Test (RFI Work Plan: Addendum No. 8) in the East Plant Area continued with Fluoroscein continuing to show in only two locations (SSC System A and F) to date.
  • Two rounds of sampling occurred for the Site Source Control monitoring of the springs and seeps under the Phase I and Phase II sampling network. Both high-flow and low-flow conditions precipitation events occurred during September.
  • Removal work continued along the stream channel of Parcels 15, 21, 22, 23, 24, 25, 28, 30, 36, and 216, to remove impacted soil and sediment from the creek channel and floodplain.

August 2005

  • Conference calls were held on August 2, 16 and 30, 2005 with the U.S. EPA ATSDR, IDEM, and ISDH, to discuss project progress and items related to the design and construction of the East Plant Interim Measure (IM).
  • The July 2005 Monthly Progress Report was submitted to the U.S. EPA on August 14, 2005.
  • RFI Work Plan: Addendum No. 11 was approved by the U.S. EPA on August 17, 2005.
  • RFI Work Plan: Addendum No. 10 was approved by the U.S. EPA on August 19, 2005.
  • The U.S. EPA issued a letter responding to Public Comments on the East Plant Area Interim Measure.
  • The filling of Grading Area 1 in the East Plant Area with < 50 mg/kg PCB soil material from the creek Removal Action was completed on August 29, 2005. Filling in Grading Area 2 began on August 29, 2005. During August, 52,942 tons and 1,637 tons of < 50 mg/kg PCB soil material were transported to the Plant property and placed into Grading Areas 1 and 2, respectively.
  • Observations on the ongoing Dye Tracing Test (RFI Work Plan: Addendum No. 8) in the East Plant Area continued with Fluoroscein continuing to show in only two locations (SSC System A and F) to date.

June 2005

  • Conference calls were held on June 2, 9, 15, 28, and 30, 2005 with the U.S. EPA, ATSDR, IDEM, and ISDH, to discuss project progress and items related to the design and construction of the East Plant Interim Measure (IM).
  • The East Plant Area Grading Areas 1 and 2 were verbally approved for use during the June 2, 2005 conference call/meeting by the U.S. EPA. The Final (100%) Design for Grading Areas 1 and 2 of the East Plant Area was submitted to the U.S. EPA and IDEM on June 10, 2005.
  • The May 2005 Monthly Progress Report was submitted to the U.S. EPA on June 14, 2005.
  • As part of East Plant Area Interim Measure, Grading Areas 1 and 2 were completed on June 13 and 28, 2005, respectively. Filling of Grading Area 1 with Removal Action < 50 mg/kg PCB material began on June 15, 2005. During June 2005, 29,725 tons of material was placed into Grading Area 1.
  • The second revision to the Pre Final (95%) Design for the Vault, that is to be constructed in the East Plant Area, was submitted to the U.S. EPA and IDEM (revisions based on comments from U.S. EPA and IDEM) on June 16, 2005.
  • The draft Site Source Control Work Plan Addendum No. 4 for the Removal Action and an accompanying draft Seep and Spring Data Package were submitted to the U.S. EPA on June 22, 2005.
  • The draft RCRA Facility Investigation Work Plan Addendum No. 10, proposing investigative work within the South Piston Yard, former underground storage tank area, was submitted to the U.S. EPA on June 22, 2005.
  • The draft RCRA Facility Investigation Work Plan Addendum No. 11, proposing an additional dye trace test, and injection well and monitoring well installations was submitted to the U.S. EPA on June 24, 2005.
  • Observations on the ongoing Dye Tracing Test (RFI Work Plan: Addendum No. 8) in the East Plant Area continued with Fluoroscein continuing to show in only one location (SSC System F) to date.
  • One round of sampling occurred for the Site Source Control monitoring of the springs and seeps under the Phase I and Phase II sampling network. High-flow conditions were met for the first time this year in June 2005. Samples were collected on June 14, 16, 17, 20, and 21, 2005.
  • As part of RFI Work Plan: Addendum No. 9, bedrock corings in the East Plant Area interior are in progress.
  • Creek restoration in Parcels 6 through 11 (east of Bailey Scales Road) is complete. Access roads remain.

May 2005

  • Conference calls were held on May 5, 10, 16, and 24, 2005 with the U.S. EPA and IDEM, to discuss project progress and items related to the design and construction of the East Plant Interim Measure (IM).
  • Broomsage Road was repaved between May 9 and 13, 2005.
  • The April 2005 Monthly Progress Report was submitted to the U.S. EPA on May 13, 2005.
  • As part of RFI Work Plan: Addendum No. 8, two on-Site dye trace studies began with the injection of Fluoroscein into the overburden and Rhodamine WT into the shallow bedrock on March 22, 2005. During the May 2005, dye was detected at monitoring points. Preliminary data from test will be submitted to the U.S. EPA June, 2005.
  • As part of RFI Work Plan: Addendum No. 9, bedrock corings along the proposed collection system trench alignment and in the East Plant Area interior are in progress. There are approximately 24 coreholes to complete including four coreholes that required field adjustment. An additional seven borings were advanced and completed in area of interest (AOI) 7 during May, 2005 for geotechnical purposes.
  • Installation of major components of GM’s new water treatment facility (WTF) continued into May 2005. Performance tests were performed on the 2000 gallon per minute (gpm) system. The 2000 gpm system is operational in the event of an emergency. The 300 gpm system is not complete as the sand vessels have not been installed. Final components of the 300 gpm system and the building are expected to be installed during July and August 2005.
  • The new Peerless Road Bridge opened to traffic May 24, 2005.
  • Creek restoration in Parcels 6 through 11 (east of Bailey Scales Road) is complete. Access roads and construction fencing remain.

April 2005

  • Conference calls were held on April 5 and 26, 2005 with U.S. EPA and IDEM, to discuss project progress.
  • Conference calls were held on April 7, 14, 21, and 26, 2005 with the U.S. EPA and IDEM, to discuss items related to the design and construction of the East Plant Interim Measure (IM).
  • Tree clearing activities downstream of the Peerless Road Bridge were completed prior to the April 15 deadline.
  • The March 2005 Monthly Progress Report was submitted to the U.S. EPA on April 14, 2005.
  • As part of RFI Work Plan: Addendum No. 8, two on-Site dye trace studies began with the injection of Fluoroscein into the overburden and Rhodamine WT into the shallow bedrock on March 22, 2005. During April 2005, no dye was detected at the monitoring points. Modifications to the Addendum No. 8 Work Plan have been approved by the U.S. EPA to change the well pumping station schedules to better facilitate the longer than expected test.
  • As part of RFI Work Plan: Addendum No. 9, 38 corings along the proposed collection system trench alignment have been advanced through the overburden to the top of bedrock. An additional seven borings were advanced to bedrock in Area of Interest (AOI) 7.
  • Installation of the new remediation water treatment facility (WTF) was started on March 30, 2005. The major components of the system were placed during April 2005. The system is expected to be operational during May 2005.
  • Work on the Peerless Road Bridge began on April 6, 2005. Construction is currently on schedule to be completed and re-opening to traffic the week of May 23, 2005.
  • North Jackson Street was repaved between April 4 and 6, 2005.

March 2005

  • On March 1, 2005, GM met with the U.S. EPA at the U.S. EPA, Region V offices in Chicago, Illinois to discuss the proposed remedy for the East Plant Area.
  • Fact Sheet 10 was issued on March 8, 2005.
  • The February 2005 Monthly Progress Report was submitted to the U.S. EPA on March 11, 2004.
  • The final RFI Work Plan: Addendum No. 8 was submitted to the U.S. EPA on March 14, 2005. As part of this work plan, two on-Site dye trace studies began with the injection of Fluoroscein into the overburden and Rhodamine WT into the shallow bedrock on March 22, 2005.
  • Construction of the water treatment facility for the water collected during remediation activities, located at the south end of GM’s stormwater pond, began March 31, 2005.
  • The last access agreement was obtained for the downstream section of Pleasant Run Creek. Currently, GM has all of the necessary access agreements to complete the CERCLA removal action work.
  • As part of draft RFI Work Plan Addendum No. 9 (which was submitted to the U.S. EPA March 4, 2005), 38 shallow borings have been advanced around the perimeter of the proposed East Plant Area Cover System. Bedrock corings along the proposed collection system trench alignment are ongoing.
  • A Community Liaison Panel meeting was held on March 18, 2005 to discuss the proposed remedy for the East Plant Area. Minutes from the Community Liaison Panel meetings are posted in the Community Relations section of this website.
  • On March 24, 2005, GM met with the U.S. EPA at the U.S. EPA, Region V offices in Chicago, Illinois to discuss the proposed remedy for the East Plant Area.
  • Meetings were held with owners of properties on and adjacent to the creek and with the general community on March 30 and 31, 2005, respectively. These meetings outlined the components of the proposed remedy for the East Plant Area and presented an opportunity to ask questions and provide comments. Presentation materials from these meetings have been posted.
  • GM met with the Lawrence County Road Department on March 31, 2005 to discuss replacement of the Peerless Road Bridge, located near the corner of Peerless and Bud Ikerd Roads. Work will begin on April 6, 2005, and is expected to be completed in approximately six weeks. The County submitted a notice to the local newspaper advising the community of the bridge closure, placed barricades and signage, and re-routed traffic.

February 2005

  • A conference call with the U.S. EPA and IDEM to discuss the proposed remedy for the East Plant Area took place on February 7, 2005.
  • Excavation of Diversion Channel No. 1 was completed and the channel became operational on February 10, 2005.
  • On February 14, 2004, a meeting was held at the U.S. EPA’s Chicago office, regarding the proposed remedy for the East Plant Area.

  • On February 24, 2005, another conference call with the U.S. EPA and IDEM took place to further discuss the proposed East Plant Area.

January 2005

  • Fencing and warning signs have been erected around the historic quarries on Parcels 11 and 12.
  • The December 2004 Monthly Progress Report was submitted to the U.S. EPA on January 15, 2004.
  • On January 19, 2005, a Site tour was given to the U.S. EPA.
  • On January 20, 2005, an end of the year meeting was held in Bedford with the U.S. EPA and IDEM. The purpose of the meeting was to summarize activities that occurred in 2004 and to outline proposed activities for 2005. Proposed alternatives for various remedies for the East Plant Area were discussed.
  • On January 21, 2005, a meeting was held with the Community Liaison Panel at the Bedford Plant. The next meeting is scheduled for April 29, 2005. Minutes will be posted.

December 2004

  • Excavation of the Diversion Channel No. 1 began in December 2004. The diversion channel will re-route creek water around the cleanup area so that removal work can occur during dry conditions.
  • On December 9, 2004, a meeting was held at the U.S. EPA’s Chicago office, regarding the Proposed Re-Use of Soil Materials with Low-Level PCBs as Backfill and Grading Fill, and the East Plant Area Interim Measure Work Plan.
  • The November 2004 Monthly Progress Report was submitted to the U.S. EPA on December 15, 2004.
  • As a result of local concerns regarding trackout of clean soil materials from the work areas onto public roadways, both contractors have constructed tire washing stations at the exit areas of the truck loading stations, which are in clean areas.

November 2004

  • ENTACT mobilized to the site during November 2004. ENTACT was awarded the Contract for the Downstream Parcel Removal Action work in the creek downstream of Broomsage Road.
  • The East Plant Area Interim Measure Work Plan and a letter proposing the re-use of soil materials with low-level PCBs (25 mg/kg) as backfill and grading fill (AOC Proposal Letter) was submitted to the U.S. EPA for review on November 9, 2004.
  • The October 2004 Monthly Progress Report was submitted to the U.S. EPA on November 15, 2004.
  • The Site Source Control Work Plan: Addendum No. 3 covering the design features for the shallow bedrock collection trench was submitted to the U.S. EPA for review on November 17, 2004.

October 2004

  • USFWS response to the U.S. EPA regarding the Biological Assessment of the Indiana Bat indicated that the proposed Removal Action will not adversely impact the Indiana bat population.
  • The Quality Assurance Project Plan (QAPP): Addendum No. 1 was submitted to the U.S. EPA and IDEM for approval On October 5, 2004.
  • The September 2004 Monthly Progress Report was submitted to the U.S. EPA on October 15, 2004.
  • Meetings were held with owners of properties on and adjacent to the creek and with the general community on October 27 and 28, 2004, respectively. These meetings provided updates on the Corrective Action activities. The presentation materials have been posted.

  • The U.S. EPA approved RFI Work Plan Addendum No. 7 to investigate and delineate four areas on the Plant property west of GM Drive.

  • An on-Site meeting with the U.S. EPA and IDEM was held October 28, 2004, to discuss the design of additional controls in the SSC system.

September 2004

  • GM’s representatives made a presentation to a luncheon meeting of the Bedford Kiwanis Club outlining the Corrective Action and Removal Action activities ongoing at the Plant on September 14, 2004.
  • GM’s representatives manned an information booth set up at the Bedford Plant’s Annual Fall Car Show on September 16 & 17, 2004. The booth had handouts and exhibits showing the ongoing work related to the Corrective Action and Removal Action.
  • The August 2004 Monthly Progress Report was submitted to the U.S. EPA on September 17, 2004.
  • On September 20, 2004, the dye monitoring program, as part of the Outfall 002 on-Site dye trace investigation, was completed.
  • RCRA Facility Investigation Work Plan: Addendum No. 6 was submitted as final to the U.S. EPA on September 27, 2004. The swallet investigation technical memorandum was submitted with Addendum No. 7. A swallet is an area of fractured bedrock within a creek channel, where surface water drains such that surface water flow is reduced or eliminated.
  • Response to Comments, regarding the RCRA Facility Investigation Work Plan: Addendum No. 7, was submitted to the U.S. EPA on September 27, 2004.
  • Response to Comments, regarding the Upstream Parcels Removal Action Work Plan: Addendum No. 5, was submitted to the U.S. EPA on September 28, 2004.

August 2004

  • A meeting was held with owners of property on and adjacent to the creek on August 4, 2004. A general community meeting was held on August 5, 2004. Both of these meetings provided updates on the Corrective Action and Removal Action activities. The presentation has been posted to the website.
  • A meeting was held on-Site with the Agencies on August 5, 2004, to discuss Site Source Control at Outfall 002 and in the area north of AOI 4.
  • The fourteenth CLP meeting took place on August 6, 2004. Meeting minutes have been posted.
  • Upstream Parcels Removal Action Work Plan: Addendum No. 5 was submitted to the U.S. EPA for approval on August 11, 2004.
  • The July 2004 Monthly Progress Report was submitted to the U.S. EPA on August 13, 2004.
  • On August 13, 16 & 17, 2004, low-flow sampling was completed, pursuant to the Site Source Control Work Plan.
  • RCRA Facility Investigation Work Plan: Addendum No. 7 was submitted to the U.S. EPA for approval on August 18, 2004.
  • On August 30, 2004, dye trace testing near Outfall #002 began with the injection of Fluoroscein dye into an on-Site monitoring well. The dye recovery monitoring continued at multiple locations.
  • Beginning on August 31, 2004, boreholes were completed at Parcel 398 at the locations that had been previously identified for test pits, pursuant to the RFI Work Plan Addendum No. 4. These borings were completed, rather than the planned test pits, at the owner’s request. Due to Site activity inhibiting access to certain locations (i.e., haul roads, stockpiles, etc.) there are still eight study locations that require completion.

July 2004

  • The June 2004 Monthly Progress Report was submitted to the U.S. EPA on July 14, 2004.
  • On July 8 and 21, 2004, dye trace investigations were conducted on Swallet #1 and #2, respectively.
  • RCRA Facility Investigation Work Plan: Addendum No. 5 was submitted to the U.S. EPA as final on July 26, 2004.

February 2004

  • A presentation was provided to local realtors on February 5, 2004 to address questions and concerns on the sale of some GM purchased properties.
  • The eleventh CLP meeting took place February 6, 2004. Meeting minutes have been posted.
  • A meeting was held with the U.S. EPA and IDEM to discuss the geology and hydrogeology of the Site on February 12, 2004.
  • The January 2004 Monthly Progress Report was submitted to the U.S. EPA on February 15, 2004.
  • The Upstream Parcels Removal Action Work Plan: Addendum No. 2 was approved by the U.S. EPA on February 19, 2004, for the removal of sediment in solution enlarged vertical fractures joints in the bedrock in the creek bed.

January 2004

  • A meeting with IDEM and U.S. EPA occurred on January 7 and 8, 2004 to discuss the Corrective and Removal Actions’ status.
  • The December 2003 Monthly Progress Report was submitted to the U.S. EPA on January 15, 2004.
  • The Fourth Quarter 2003 Progress Report was submitted to the U.S. EPA on January 15, 2004.
  • Fact Sheet 7 was issued January 20, 2004.
  • A meeting was held with owners of property on and adjacent to the creek on January 27, 2004. A general community meeting was held on January 28, 2004. Both of these meetings provided updates on the Corrective Action and Removal Action activities.

November 2003

  • The October 2003 Monthly Progress Report was submitted to the U.S. EPA on November 14, 2003.
  • On November 11, 2003, GM donated two homes to the Charity Chapel, a local non-profit organization serving the Bedford community, for use in their mission work. These homes were among properties GM has purchased through the property plans being offered to residents whose property fit certain criteria.
  • Soil, sediment, and loose rock continue to be removed from the existing stream channel on Parcels 3 and 205. Test trenches have been excavated into the bedrock on Parcel 3 and 205, perpendicular to the stream channel, to aid in defining the work necessary to complete the Removal Action limits of staining within the bedrock.

October 2003

  • A meeting was held with owners of property on and adjacent to the creek on October 1, 2003. A general community meeting was held on October 2, 2003. Both of these meetings provided updates on the Corrective Action activities.

  • The September 2003 Monthly Progress Report was submitted to the U.S. EPA on October 14, 2003.
  • The Third Quarter 2003 Progress Report was submitted to the U.S. EPA on October 14, 2003.
  • The Downstream Parcels Removal Action Work Plan was submitted to the U.S. EPA on October 29, 2003
  • Fill materials containing PCBs were discovered in the area north of AOI 4 during excavation activities. As a result, test pits were conducted in the area north of AOI 4 and on Parcel 401. An Addendum to the Upstream Parcels Removal Action Work Plan is being developed to address these findings
  • Soil, sediment, and loose rock have been removed from the existing stream channel on Parcels 3 and 205.
  • Test trenches have been excavated into the bedrock on Parcel 3 and 205, perpendicular to the stream channel, to aid in defining the limits of staining within the bedrock. Rock coring activities have also been conducted along the stream channel to better define the subsurface geology in the area; more specifically, to delineate the bedding transition zone between the Salem and St. Louis limestone units.
  • A sample of sediment collected from within the culvert under GM drive, west of the excavation area north of AOI 4, contained levels of PCBs above the cleanup criteria. A Technical Memorandum summarizing the findings of the culvert and investigation will be submitted to the U.S. EPA upon completion.

September 2003

  • The August 2003 Monthly Progress Report, required by the AOC, was submitted to the U.S. EPA on September 10, 2003.
  • Access Agreements have been reached with all property owners in the upstream work areas.
  • Tree removal has begun and has been completed on the area north of AOI4 and Parcels 3, 4, 5, and 6.
  • Excavation began on the area north of AOI4 on September 11, 2003.

  • The Parcel 22 Removal Action Work Plan and Upstream Parcel Removal Action Work Plan's required by the AOC were approved by the U.S. EPA on July 23, 2003.
  • The CERCLA Administrative Order on Consent (AOC) between the U.S.EPA Region V and GM for the Removal Actions along Bailey's Branch and Pleasant Run Creek became effective on July 31, 2003.
  • The Second Quarter 2003 Progress Report was submitted to the U.S. EPA on July 14, 2003.
  • Mobilization of creek cleanup contractor (Sevenson Environmental Services) continued clearing of parcels.

  • Indiana Bat Mist Netting Work Plan, was submitted June 2, 2003. Verbal approval was granted by USFWS on June 26, 2003 to proceed with scope outlined in the work plan.
  • A meeting to review project status with property owners along the creek or adjacent to property along the creek took place on June 3, 2003 at the Facility.
  • On June 4, 2003, a general community meeting took place at the Facility to discuss the same items as discussed at the June 3, 2003 meeting.
  • Rule 5 Erosion and Sediment Control Plan Submittal Upstream Parcels 11, 12, 215, 216, and Area North of AOI 4, submitted on June 16, 2003; and
  • Regional General Permit - Indiana Department of Environmental Management (IDEM) Notification Form, submitted to IDEM and the ACOE on June 30, 2003.

May 2003

  • A seventh CLP meeting took place on May 2, 2003. Meeting minutes have been posted.
  • RCRA Facility Investigation (RFI), Work Plan Addendum No. 2, submitted on May 22, 2003;
  • On May 29, 2003, Sevenson Environmental Services was selected as a contractor to conduct the first phase of the creek cleanup activities.

April 2003

  • Approval to begin tree removal on Parcels 205 (GM), 7, 8, 9, 10, 11, 12, and along the stream north of the former landfill eastward to GM Drive was received from the USFWS and the U.S. EPA on April 1, 2003. Tree removal on these parcels took place from April 1, 2003, to April 14, 2003.
  • The First Quarter 2003 Progress Report was submitted to the U.S. EPA on April 14, 2003.

March 2003

  • GM met with State Representative Koch on March 7, 2003 to brief him on the GM Bedford RCRA Corrective Action Project.
  • GM received a notice of sufficiency from IDEM for the Erosion & Sediment Control Plan for the upstream parcels on March 17, 2003.
  • A conference call occurred on March 27, 2003, with the United States Fish and Wildlife Service, U.S. EPA, and IDEM to discuss issues related to creek cleanup.
  • A sixth CLP Meeting took place on March 7, 2003. Meeting minutes have been posted.

  • Fact Sheet 5 was issued February 13, 2003.
  • A meeting with IDEM and U.S. EPA occurred on February 19, 2003 to review the status of the project.
  • A meeting with IDNR occurred on February 20, 2003 to discuss GM's floodplain permit application and the hydraulic modeling on the creek system.
  • A meeting was held at U.S. EPA's Chicago office on February 21, 2003 to discuss the creek cleanup.
  • A Notice of Intent (NOI) to IDEM (associated with Erosion & Sediment Control Plan) for upstream parcels and Parcel 22 was submitted and published in the newspaper to notify the public of the project on February 14, 2003.
